Frozen Biome Concept

The great wizard stopped a huge storm that threatened to destroy his city with the power of his spell. Some of the inhabitants were saved. But the settlement was bound by icy waves, many houses were destroyed or buried under thick ice.

This is the underground part of the location. Once here, the hero sees a panorama of the frozen city, or rather what is left of it. There is no one around.
